Cannot start the application service due to invalid user id or password for database signon

Dear All,


today I was restoring DB from production env to testin environment. And then DBA do some set up after restore :

  1. changed PSDBOWNER table with target database name.
  2. update sysadm.psoptions table set GUID=' '
  3. Changing SYSADM password with change access password script

after this I continue to do another set up :

  1. Change <my DB user> password in PSOPRDEFN and encrypt the password

then I wanna try to shutdown the apps services, do purge caches and reboot the services. I successfully do the shutdown and purge , but when I try to reboot the apps services, it shows error
