Why are the work items being assigned to the default collector?

Oracle EBS R12.2.9 - Advance Collections. All work items are being assigned to the default collector, even though a resource group has been assigned as the Collector for the Account Profile. If the resource group is assigned as the Collector for the Site Profile, then the work items are being assigned correctly to resources in the resource group. However, it is not our business practice to setup site level profiles. Shouldn't the account level profile be used to determine the collector?
