Read Only access to Collections form

Hi,

We need to provide Read Only Access to the collections form to few operations staff. These employees wont be setup as Collectors/Collections Agent in the applications.

The requiremnt is , these staff should be able to access the Notes tab and Tasks tab in the collections form for preparring some delinquent reporting.

Any suggestions, how can we achive this requirement?
