Migrate Service Operation Security

Hi there

Two questions;

1.) I have a project I created to contain various system definitions including Service Operations I want to migrate to other environments.

How do you migrate the security on the Service Operations?

2.) How would I migrate the Publishing Rules to a Project as I want to migrate to other environments. Not sure which Definition Type to choose for both.
