PET question

We are currently using PeopleSoft Finance and HR version 9.2 PeopleTools 8.57.16 for both environments. We are considering using PET but I have some questions regarding accessing the data in the database outside of PeopleSoft. If we use PET to encrypt the data, it appears in the documentation when we use the Online system or an App Engine I can decrypt the data. But what if I want to use an SQR program, SQL Developer tool, 2-tier nVision reporting. Can we decrypt the data?
