How to install Oracle Workflow Builder on Windows 2012 Server

I have read "How To Download and Install the Latest Oracle Workflow Builder (Client Tool) and XML Gateway Message Designer for E-Business Suite (Doc ID 261028.1)" and downloaded the patch. However when I install to Windows 2012 server, the following error pops up. Is there any work around? Thank you
