Is there a way to specify the Location effective dates on vouchers created from Supplier Contract?

Peoplesoft Version 9.2 Tools: 8.56.26

We are encountering issues with withholding on vouchers created from Supplier Contract Releases. Suppliers were recently updated due to new Withholding Class changes. The supplier profiles were updated with a new Location effective date with the new withholding information. But when we vouchers via Create Contract Releases. It is pulling the Supplier Location effective date based on the Contract Begin Date instead of the current accounting date for the voucher. Since some our contracts have older begin dates, it is not pulling the most recent Supplier Location effective date, and hence pulling old withholding information. Is there a way to
