Worklist Notification region is not displayed on the initial login

When we login into Oracle Application, In the Homepage, we are not getting notifications displayed. Once we navigate to a Framework screen and come back, the notifications are getting displayed. Thereafter, notifications are getting displayed in the homepage, till we logout.

How do we get initial Notification region displayed when login into application first time?
