Use of #WFM_CC in Workflow for Journal Approval Notification

We are running Oracle EBS GL 12.2.9. We use Worfklow for our Journal Approvals but we have not enabled AME for this process. We use the standard Employee-Supervisor forms for approvals. I am trying to use the #WFM_CC message attribute to notify a second user whenever a journal is approved. (We currently send a notification to the preparer when the journal is approved and I want a copy of this email to be sent to someone else who is NOT that person's supervisor in the employee table.) I can't seem to get this to work. The preparer is still receiving
