Oracle eAM PM schedule Work order

I have an issue where i have an PM schedule with Operation department as MECH and asset Owning department as PROD. When i schedule the PM schedule, some time the work order is created having department as MECH ( which is ideally correct ) but some time as asset ownings department PROD. Is this an setup issue ? or am Bug?
