oauth2 support for REST Service

We are currently upgrading Tools 8.56 to 8.58 and are facing the issue with REST service. It looks like previously (PT 8.57 or earlier) the REST service is used to ignore the auth headers while with Tools 8.58 it is not. Do we need to implement IDCS or is there any workaround? Any input will be appreciated.

Error Message:

I am getting the following error when trying to call the REST service in Tools 8.58

RESTListeningConnector - Failed oAuth2 Validation Exceptional Error: com.peoplesoft.pt.OAuth2.Utils.PSOAuth2TokenException: Error loading Signing Key from IDCS due to MalformedURLException: java.net.MalformedURLException: no protocol: null/admin/v1/SigningCert/jwk
