Elastic in PUM not available due to a license needed?

I was wondering if the new interface for 8.59 where the large search box is at the top of the home page that uses Elastic will not be available in a PUM because it requires license which will not be supplied with a PUM like a COBOL license is not supplied with a PUM? We were curious to try out the new interface in HCM image 39 but the search box is not available.
