ODAC an ODP.net

in Windows Oracle Data Access Components (MOSC) Question

Hi,

would someone be able to help me find ODAC and ODP.net managed downloads for Oracle 19c please? I found an unmanaged for 19c and a managed for 12c but cannot find managed for 19c

Does it ned to be specific to Visual Studio?

Does it need separate licensing from Oracle database.
