Could not start Change Assistant

in PeopleTools and Lifecycle Management - PSFT (MOSC) 7 commentsAnswered
Hi All, has anyone encountered this issue:

have installed 8.59.04 on Windows 10 host and when trying to launch Change Assistant the launcher is returning "Could not start Change Assistant" message. 

Anyone got a fix for this?
