issue on proftpd in Solaris 11.4

I installed the proftpd from the Solaris 11.4 repo
pkg install pkg://solaris/service/network/ftp
pkg install pkg://solaris/network/ftp
svcadm enable svc:/network/ftp:default
and ftp user in ldap can not access to the server.
we have same configuration in Solaris 11.4.24.75.2 without any issue.
I suspect the PAM setting, but not find any.
your help is most appreciated
