Billing - Version 9.2.39 - Delete cancelled bills selection logic

Can anyone tell me the selection logic in the delete cancelled bills process.  When I simply query for cancelled bills I get a different answer than when I look at the Delete Cancelled Bills Page (with both the Exclude checkboxes unchecked)
