Does Web Library WEBLIB_UAD_NAV exist, and is it required for all users?

Doc ID 640097.1 says that Web Library WEBLIB_UAD_NAV (along with 11 other Web Libraries) should be made available to all users in order to avoid receiving the "Authorization Error -- Contact your security administrator" message. Our users are randomly receiving this message when they click on a link prompting them to change an expired password. Our cloud support team can find all of the required Web Libraries except for WEBLIB_UAD_NAV. Does this Web Library really exist? Has it been renamed or merged with another Web Library?
