Migration of On-Prem to Cloud

Team,
We are planning for migration of our on-premise instance to AWS cloud.. Post the shift the hostname would be changed as per the need. We do understand that we will have to refresh/reconfigure App/Web/Batch configurations but, How should we take care of the COBOL runtime and COBOL compiler licenses?
