VPD issue in BIP

Hi,

When I am trying to run few reports its not pulling complete data from EBS due to VPD issue, then I am trying to use apps initialization in the before report trigger to avoid that.

Do we need to have to setup this some where on the BIP server. 
This used to work without initialization earlier, but suddenly stopped working.

Please help in resolving.
