Form Developer10g Crashes when open .fmb

Hi
I have installed form10g dev suite on my machine. When I open the R12.2.4 custom form in developer after connecting to the Database , Form developer just crashes when trying to open . While in form12c it opens after giving warning related to unavailability of pll or library files.

Can any one point me what is the issue with form developer 10g suite.My other colleagues are able to open the same form 10 g dev suite. Can it be becuase of unavailability of resources ?
