How to save changes to an item's attributes to a change order CONDITIONALLY?

in Procurement - EBS (MOSC) Question
Looking to have only one change (item status moved to inactive) prompt the "Save to Change Order" function? Is this possible? Are there any other ways to make a change order conditionally based on certain attributes?
