nVision Reporting Error - Excel Interface Exception

After upgrading our PeopleSoft server's OS to Windows Server 2019, all our nVision reports run via the Process Scheduler using a Report Book did not create the excel file instance and produced the following error in the message log: 

'Excel interface exception [E:\pt85611c-retail\peopletools\src\psnxl\gridapp.cpp:2173] Microsoft Exce' Error for 'Microsoft Excel:'. 

Has anyone seen this before and can help us resolve it?  Thanks.
