Error - Transaction downloads to xls from any Peoplesoft page

after file downloaded as PS.XLS, cannot be open
Message: You are attempting open a file type that has been blocked by File Blocking settings in Trust Center
Click the File Tab > Click Options > Click the Trust Center > Click Trust Center Settings > Click File Block Settings
Selected all checked-box BUT not working any help.....
