Can the Personal Details Navigation Collection be Updated?

Good morning!

We are hoping to make available the Personal Details page for our employees.  However, there are some items in this delivered navigation collection we wish to remove and some custom pages we wish to add.  I have been unable to locate this navigation collection in PeopleTools > Portal > Portal Utilities > Navigation Collections.  In doing some more searching around I came across MOS article, "How to Access the Navigation Collection for Personal Details? (Doc ID 2796606.1)" which says "The navigation panel on the left-hand side of the Personal Details Page is determined through PeopleCode."  Has anyone successfully made changes to this navigation collection?  If so, what did you do?
