Tyring to create PUM database in Change Assistant

I am receiving some errors trying to create the new Oracle Pum database.  I can connect to the database through SQL developer but can't create my Pum database in Change assistant to upload my test database.  Looks like there is a previous version already created for some reason and not sure how to re-create it.  I am now getting 'Fail to test Access ID/Password: Database connection error.
