Approve Journal Unpost

I have followed the steps to set this up. When I go to mark a journal to unpost that requires approval, I check the box and click the "Unpost/Submit for Approval" button and the status updates to "Pending for Approval". But it never goes to the Approvers worklist and when I go back to the Mark to Unpost Journal page the status has updated to "Ready to Unpost" with the Process checkbox checked. It seems to submit it to be approved but then automatically approves it.

For Approvals this client is not using the Fluid Approvals page they are using the Worklist so not sure if that is affecting things. I tried changing the Register Transactions setup for the Unpost to use the Process Journals/Journal Approval component instead of the Fluid Approvals component in order to match the setup of the Journal Approval Register Transactions but it did not change the outcome.
