Administer Positions Navigation Collection will not load after PUM39 tools 8.59 update

We have updated our database to PUM 39 and upgraded tools to 8.59 and now when a user clicks the Administer Positions tile on Workforce Administrator Position Management the nav collection won't load. The issue says Please wait for the initialization to finish.

we did file an SR with Oracle and can replicate in the PUM Demo Database. I did also verify access to PTGP_MENU/USE/Grouplets.

Has anyone found a way around this?
