Can you please confirm that we cannot email Dunning Letters to different Bill to Dunning Contacts?

Our client is dunning at Bill To level and has different contacts at Bill To level to whom the Dunning Letters need to be sent. I just want to confirm that this is not feasible with standard functionality and that Dunning Contacts are only possible at Account Level?
