integration broker 'response' contains path/file reference rather than actual file contents

Changing systems that Peoplesoft communicates to for shipping.

Current system (ConnectShip) has a web service. We setup the Integration Broker - Node - Connector ID = HTTPTARGET. This works.

New system (WorldShip) does not have a web service. We setup the Integration Broker - Node - Connector ID = FILEOUTPUT. The integration broker 'response' message contains the path/filename that contains the xml. I was expecting the actual xml to be in the response.

Any ideas how integration broker can be setup to retrieve the xml in the response? Thanks.
