Creating a Custom Query for Activities

PeopleTools 8.58

When defining the target of an activity is it possible to create your own query

For example, one of the items you can select (instead of hardcoding a role) is

[ROLE] Roleuser By Roleuser

This seems to be PS Role Query

_ROLE__ROLEUSER_BY_ROLEUSER

However, when I copy that query (or create my own similar to it) it's not available in the drop down for an activity.
