Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. We are upgrading from 12.1.3 to 12.2.10.

12.2.10 patch (applied in downtime mode) finalize running longer (more than ~ 3 hours)

followed below note and gathered stats on Data dictionary which didn't help
