QAS_EXECUTEQRY_REST_GET Failing with "The number or the names of the prompts received do not match t

When we use the QAS_EXECUTEQRY_REST_GET service operation without using any UniquePromptName we are not having any issue when going through SOA.

When we use the QAS_EXECUTEQRY_REST_GET service operation with Bind Variables it is failing with the error message, "The number or the names of the prompts received do not match the query (228,4)" when going through SOA.

The comma between the bind variables is being replaced with %2C.

The IB Info shows it coming in as prompt_uniquepromptname=BIND1%2CBIND2%2CBIND3.
