How do I rearrange tiles on a ‘sub-homepage’ so it becomes the default for everyone?

Here’s what I’m referring to as a ‘sub-homepage’ (accessed from the homepage, above):

My customer wants the ‘EX Approver Changes’ tile to appear in the bottom right corner of the display instead of at the top left corner of the display. Please tell me how to do that.
