Administer Create Delegation requests not sending initiation email to proxy.

We have just updated to PUM 39 tools 8.59. When an administrator does in and creates a delegation on behalf of a supervisor to route time approval the proxy is not receiving the email to indicate they have a new delegation.

The email is generated correctly when the individual creates the delegation on their own behalf. This seems to only be an issue when an administrator is submitting the delegation on behalf of another employee.

Does anyone know of any configuration we may be missing?
