Permissions to run a BI Publisher report

We have created a BI publisher report with an imbedded image for a training certificate.

Our standard users works off a clone of the PTPT1000 permission list that has a a lot less access that than original, by about 223 items.

The issue we are having is when the standard user clicks on the print certificate button, they get an error:

User xxxx does not have permission to access report definition IQRPT232. (235,2022) PSXP_RPTDEFNMANAGER.ReportDefn.OnExecute Name:Get PCPC:12480 Statement:271

We know it is a permission, just don’t know which one. In test if I give the standard the unedited PTPT1000 list, it works.
