Change Strategy Greyed When OU is 'All' in Collections Workbench

Hi,

I have a customer who has Bill To at more than 1 OU. When i query for this customer and enter the required site, Change Strategy button is greyed when Operating Unit is All. While, if the required OU is selected in Operating Unit field, mentioned function is available.

Could you explain why it is behaving as such.
