can we connect Microsoft PowerApps to the Oracle 10 on-premise gateway

I am trying to enable the Oracle connector in Power Apps / Power Automate. I need some assistance from an Oracle tech/engineer to ensure we're doing the right things.

Server Address: sigsrv.slcounty.org

Port: 1521

SID: karma

getting a error connecting to the Karma database on SIGSRV through port 1521.
