Problem switching level in Tree Manager

Hello,

We need to switch the level for an existing DEPTID in our DEPT_SECURITY tree. However, when we attempted to make the change, we received the following message:

99999 node cannot skip a level and report to node higher than level XXXXX. (23.8)

The specified level is an "All Values Level," which means no nodes can skip over it. The specified node is trying to skip the level. Edit the level and turn off the "All Values Level" setting or ensure that there are nodes in this level.

We don't know how to fix the problem. I hope someone encountered this error before can shed some light.
