worflow emails forwarded displaying icorrect urls with # symbol

When workflow emails are forwarded to other user, the user who receives the email from his boss is seeing incorrect uri when clicked approve/reject buttons. The url is displayed like http://<host:port>/oa_html/'#'

however the same functionality seems to be working when the emails are forwarded using mobile phone. This issue started happening after implemented jws patching.
