Can a drilling URL in a query point to the Voucher Inquiry page?

I'm trying to have a drilling URL (component) added to a query that will take the user to the Voucher Inquiry page. When I select Menu Name ENTER_VOUCHER_INFORMATION, Component AP_VCHR_INQ, Page AP_VOUCHER_INQUIRY, and click Search Keys, it shows "Component does not contain any search key(s)." I can get the URL to show in the query results, but clicking the URL only opens the Voucher Inquiry page and the Business Unit and Voucher ID are not filled in.
