Account practice for Oralce EBS scheduled jobs

Hello, we are using Oracle EBS 12.1.3. Currently all scheduled jobs are scheduled under personal accounts. The shortfall for this process is that when a person retire/leave the company, the scheduled jobs will be disabled and we will need to rescheduled all related jobs to somebody else.

Our company used to have a service account to run all scheduled jobs but auditor said it is not safe to have a service account to run all the scheduled jobs and we cancelled the service account and separate scheduled jobs to individual accounts.

Recently we had several staff turnaround and we have to switch scheduled jobs several times. Management think this method is bad and would like to seek any other way for scheduled jobs running.
