Activity Guides w/ Approval Steps

Is it possible to design an Activity Guide with steps requiring approvals "in between". For example:

submitter completes steps 1-3
document gets approved (step 4)
someone else does step 5
a third person does step 6.

Or are they designed for one person to do all steps?
