PS HCM 9.2 - Onboarding Event Handlers Location and Activation

I do not post often in PTools, so if I am using the wrong specific references, I do apologize up front. I am trying to find the location and how to Activate the two Onboarding Event Handlers that per Oracle Videos, and the Configuration Page, it refers to them being inactive by default.

They are CreateTriggerOBS and DeleteTriggerOBD.

I am starting in DEMO PUM 40, and hiring DHO's brother GHO (Goliath) and replicating everything and want to see when the Job row is loaded that the Trigger populates the Manage Onboarding Event record as it is stated in documentation. Once the Activity Guide is completed, I want to the see Trigger remove the Manage Onboard Event row.
