What does the purpose of the PTSF_STORE_RECENTMENU Service Operation?

We just updated to PeopleTools 8.59.04

We have noticed the PTSF_STORE_RECENTMENU service operation is failing with the error message, Integration Synchronous Handler: No destination node can be determined for the request on node %1.

This service operation is delivered active with active routings that contains a send node of ANY and the receiver node name like PSFT_PA.

This service operation is triggered when a user clicks on a link (for a different Peoplesoft domain) in the 'Recently Visited' folder or when a user navigates to a page outside of iHub.

Is this service operation needed since adding navigation to the 'Recently Visited' folder and selecting a link in this folder works? Or do I just need to create routings?
