Is Oracle Quality on eAM Work Orders included in Oracle eAM Enterprise Asset Management license?

Client has Oracle eAM Enterprise Asset Management implemented and licensed and needs to have Maintenance Supervisors record Job Observations as a Quality Plan on random Work Orders. The Quality Workbench will not be used, Maintenance Supervisors will record the Job Observation findings on a random Work Order when performing Quality Job Observations on the HTML EAM Self Service Work Order page or the Oracle eAM Mobile Maintenance APP against the Quality plan defined for Job Observations on the Mobile Device. Reporting will be done via OBIEE reporting. Quality Elements & Plan to be defined and setup for the eAM Org,
