New Status Button is disabled in LifeCycle tab in Collections Workbench

Hi Team,

I have to initiate Bankruptcy, to do that we can go to Tools and then choose Bankruptcy, in addition to above we can navigate to Lifecycle tab and click on New Status button but this is disabled, how to enable it ?
