Workflow Status Monitor Query

There is a need for a user to be able to view workflow process owned by others in status Monitor. Is there a way to give view only access to workflows owned by someone else? I could give access by creating user grant. But that allows this user to modify/reassign workflow to a different user which is not what we want.
