What security permissions are associated with accessing fluid layout objects in PeopleTools?


I am attempting to create a new fluid page, but the default fluid layouts are all locked as read-only. Even after creating a new page from the layout, the new page is also read-only and I am unable to make any changes.


When attempting to create a new fluid page, PeopleTools will prevent the editing of pages created with layouts opened in read-only mode:
