Where can I download ODAC 18c/19c when edelivery portal not working?

I'm having some problem downloading ODAC runtime. Whenever I tried to download from OTN it's some page error.

When I tried to manually download by accessing edelivery directly. I'm getting this error.

Has anyone face such problem before? I would greatly appreciate if anyone could share some inputs. Tried on multiple laptops & different network connection already & nothing helps.
