OID 11g, EBS 12.2.6 - Provisioning Profile has status=Not Available

I believe our OAM/OID SSO sync and provisioning profiles are working properly, but in production and 2 of our testing environments, the OID EM console shows the Provisioning Profiles with a Profile Job Status="Not Available" and there are no counts of changes. The Successful Completion Time as well as Status both have "Not Available". We only elect to sync from OID to EBS to push new LDAP passwords/user_guids; we don't have OID create new users in EBS or vice versa.

I would expect that the Project Job Status show "Scheduled" as well as it showing counts/last completion time. Maybe I don't understand what Provisioning Profiles do. I cannot find any errors in OID log files. When I edit the provisioning profiles, they are all enabled.
